It certainly isn't original and is not a military fitting, possibly the base of a spotlight/reversing light fitted by a previous owner.

I'd remove it and the nasty bit of chequer plate its attached to....hopefully its not disguising a large hole !

I'd bet it's covering the holes for the NATO and Warner trailer sockets Gene.
