If you're not too precious about accuracy, Hammerite smooth cream is pretty close to the Limestone colour. I brush painted my wheels with it after a wire brush, sand papering and degrease. The Hammerite is gloopy so it covers surface imperfections quite well. Finish is good enough for me especially as it didn't cost the earth. From a few feet away the wheels look quite acceptable.
Limestone is the correct wheel colour for my Marine Blue vehicle but can differ for other body colours.

Thanks, nice to hear about the Hammerite as my son is on a tight budget so he needs to save money. He has been eyeing up the Hammerite in the shed so we might give it a go.

Fortunately (so far as budget is concerned) preparation has a lot more influence than paint brand. Wheels are a bit tricky to get into all the nooks and crannies so well worth a good going over with a rust killing product before painting to make sure it doesn't break through from below the paint. The ones containing phosphoric acid are generally most effective (even more so if it also contains zinc phosphate), watery rather than a gel so it runs down into the rivetted sections.

Two approaches to painting. One is to use galvanic protection which is sacrificial when the paint chips and exposes it - Zinga or Galvafroid are the highest zinc content but expensive; Screwfix does a No Nonsense galvanising spray paint which is quite effective and cheap - for this you would wire brush/blast off the rust killer wherever possible immediately before painting to get direct metal-to-metal contact. The other approach is to use the best barrier possible where you prime with something containing zinc phosphate. Limestone really shows the rust spots so worth doing the best job possible to extend the lifetime.

After painting its worth smearing some silicon sealant into the gap between the inner and outer rim parts - where they join. It helps to keep moisture out and slow the rusting process.
