^^^^^ Fault in the system then ?  It should recognise exemptions.... and the lack of tax, Insurance or MOT.

I think it was a rare occurrence back then, around 2008-2011. The police officers certainly knew nothing about MOT exemption, or at least for what looks like a white van, so might have been checking the ANPR was correct   ???
