The forked thingy could remove a tyre valve, the other one could deflate, seem over engineered for such a task though, but then, they carry the broad arrow mark  :shakeinghead

Can you put a scale against them?

Scale as requested :tiphat
also to add, the ball shape on the end of the big item has a very small hole through it which does seem to bend as pictured :stars

Could they be for lining up and then opening up bifurcated rivets?

I'm going with the tire theory.

As said :tiphat I think that the small item must be to remvove tyre valve cores and as they were sold as a pair could the big item be used to pushed throgh the hole in a punctured tyre and with a thin wire hoop on the end (pull a bung, or as I've seen a loop of liquid rubber coated string, knoted on the inside to form a running repair :agh)
but someone must know the truth as it seems to be well made and others might be out there, porhaps part of a army truck tool kit, just somthing to think about when overtaking one on a motorway :whistle

Ah HA! The long tool is for pulling the valve body up into the rim.

The long tool is a Floggle Toggle wobble bar & the short tool is a Floggle Toggle Butterfly Spring fettler.   :wooly-jumper
