I found the same recently when wanting to get a new 13Kg Propane cylinder. I went along to my nearest dealer and was told they can't take new contracts and can only swap like for like.
Fortunately I have 3 part used 47Kg bottles lying about the place so can use them up first but was a bit surprised by that.
Ideally I'd swap the big, heavy 47Kg bottle for a 13Kg one just so I can move the thing about the garage easier!

Also explains why people are selling their part used or even empty 13 /15Kg cylinders on Facebook market place for £20 -£30.

I’ve found a Calor centre not too far away, better there than a garage forecourt with a few cylinders in a cage.
Hopefully I can visit it while I’m out ‘working’.😁

I knew I should have tried harder to swap my butane for propane earlier... when I last asked he said it was a seasonal thing really "come back in winter when everyone's not camping". We go through a lot of propane at work, in fact only yesterday the boss was going through counting the 47kg propane bottles up to check we had the right amount
