My Series 3 had them too. I didn't realise until I found a loose pale green wire when I removed the instrument cluster. I traced the wire back to the wiper motor so I disconnected the wire to the motor from the switch and connected the pale green one and the wipers went at a higher speed. When the replacement bulkhead was fitted a 2 speed switch was fitted and now the luxury of 2 speed wipers.
I reckon a 2 speed motor was fitted originally but never connected.

Converting the Lucas 14W wiper motor (the round bodied unit fitted to later 2As) is a doddle.
You just need to change the brush plate to one with 3 bushes, as seen here:-

... and then you need the 2-speed switch on the dash (or steering column).
However to be a Jonah on this...
Even on a wet M25 I've not had much call for the fast wipe feature.
I think the wiper delay function far more useful.
This requires a bit more work than the 2-speed conversion.

Admittedly I've used the fast speed about twice in really heavy rain. A wiper delay is a good idea but it can be a faff wiring it in.
