One of the problems with powder coating is that a chip or a scratch can lead to water getting behind and the coating lifting off in sheets.

Yup... Just look at and genuine LR roof rack, light guards or spot lamp bracket. As soon as you tighten a fixing it cracks the coating.

Never ever heard of this !

I paint my brake drums with proper full fat Hammerite of which I have a very old tin of ...
I don't paint the "working" surfaces.

(Note: I have drilled out the drain holes to 5mm diameter to better let them drain after fording and clear the dust out.)

Road wheels are painted and the wheel nuts sit in the hallows, so I can't see and difference if the back of the wheel is painted ???

With use the wheel nuts wear the paint down to bare metal.

I asked the question as I was talking about the flat face of the drum which I not you avoid painting.
As you will see I have Discovery 1 steel rims fitted as these are a strong wide tubless rim and very cheap.
On one picture of a wheel fitted at the back I have 10" drums and the flat of the drum can not be seen but on the other picture of the front I have 11" drums and the rusty flats of the drum stand out
